Under the agreement, which runs from 2007 until 2009, Hungary and Lithuania promise to support the participation of artists from each other's countries at cultural events, festivals and exhibitions. The agreement covers co-operation in the areas of literature, filmmaking and contemporary art exhibitions. It also establishes links between libraries, museums and other cultural institutions in both countries.

Hungary and Lithuania signed an intergovernmental agreement on cultural and scientific cooperation in 1997. The agreement mandated that the parties draft an action plan to implement its contents every two or three years.
