Kosice beat the Slovakian cities of Preov, Martin and Nitra for the title. It will share the title with a French city to be announced next week.
Though an official decision on the 2013 European Capitals of Culture will not be made until next year, officials in charge of the choice usually act on the decision of the evaluation committee.
The Hungarian city of Pécs was earlier named the 2010 European Capital of Culture.
