Hiller invited the leaders of the churches to discuss the question of the relationship between the church and state as well as that of the financing of the churches.
Hiller said he would like for the churches to be a ?balanced, dependable partner?. He added that church affairs would not be handled by a state secretary or a head of department, rather they would be dealt with directly by the minister.
