"Chameleon" tells the story of a swindler who finds true love after having cheated several women.
It will be shown alongside seven feature films and six documentaries at the festival running until September 16.
The festival is organised in partnership with southern Hungary's Pecs, also a European Capital of Culture this year.
In an earlier related event Pecs hosted a Turkish film festival on May 13-19.
