Sólyom was joined at the congress by Finnish President Tarja Halonen, Estonian President Toomas Hendrik Ives and Russian President Dmitry Medvedev.
The theme of this year's congress was identity and the changing world. Participants at the congress attended meetings on ethnic policy, language and education, and language and the media. The Hungarian delegation included more than 70 members.
At a one-on-one meeting with Medvedev, Sólyom said bilateral relations between Hungary and Russian were developing rapidly and pointed to Russia's return two years ago of historic manuscripts to the Reformed College of Sárospatak in northeast Hungary. Cooperation between Hungary and Russian should not be limited to the energy sector, rather it should extend in equal measure to culture and science, he said.
Sólyom expressed hope Russia will soon appoint a co-chairman for the Hungarian-Russian cultural and educational inter-governmental committee.
The Hungarian delegation to the congress was headed by Enikő Szíj, associate professor at the Finno-Ugric department of Budapest's Eötvös Loránd University (ELTE). Among the delegates was Minister of Education and Culture István Hiller, who held talks with his Russian counterpart Aleksandr Avdeyev on Saturday.
