The cities will officially receive their titles at a ceremony in Budapest on January 22, Hungarian Culture Day.

 
The ministry established the title in 2005 with the cooperation of the Ministry of Local Government and Regional Development, the Foreign Ministry, state tourism agency Magyar Turizmus, the Association of County Seats and the National Alliance of Small Town Local Governments. The title is awarded to three cities each year: one county seat, one city with more than 10,000 residents and one town with fewer than 10,000 residents. This year, 21 applications were received for the title. They were evaluated based on the cities' cultural activities, including festivals and programmes for tourists.
 
The cities may use the title - though only together with the year they received it - indefinitely.
